Freeways in Southern California were virtually free of 18 Wheelers. Normally there were millions of trucks and truck drivers on the road in America at any given moment. It was theorized that The Alliance wanted these trucks and workers temporarily off the road, as much as possible, BEFORE Military operations begin. Maybe?
